1278.03   RESIDENTIAL DISTRICT TWO AND COMMERCIAL DISTRICTS.
   (a)   Size of Parking Lot.  In Residential Two Districts, no parking area shall exceed six cars side by side or twelve cars in one area.
   (b)   Prohibited Vehicles.  None of the following described motor vehicles shall be stored in Residential Two Districts or Commercial Districts.
      (1)   A motor vehicle having a rated carrying capacity of more than two tons.
      (2)   A commercial truck tractor and/or a semitrailer.
      (3)   A bus or motor coach.
   (c)   Covered Parking.  In Residential Two Districts, one and one-half spaces per unit shall be covered by a safe structure.
   (d)   Paving.  All parking spaces, driveways, aisles and other circulation areas shall have a durable, dust-free, hard surface, maintained in good condition by the owner, without holes and free of trash and other debris.
   (e)   Striping.  All parking areas shall be striped between stalls to facilitate movement into and out of parking stalls.
   (f)   Curbs and Wheel Blocks.  All off-street parking areas shall be separated from the principal building by a six-inch curb so as to maintain a four-foot corridor between the building and the parked vehicles.  All parked cars shall be prevented from rolling onto adjoining property by wheel blocks placed at all parking spaces along all lot lines.  There shall be curbing on all sides of every commercial parking lot.
   (g)   Drainage.  All parking areas shall provide proper underground drainage of surface water so that no such water shall drain onto adjacent properties, walkways or thoroughfares.  All parking lots shall have a minimum drainage fall of one-fourth of an inch per foot.
   (h)   Lighting.  Parking areas to be used in non-daylight hours shall be illuminated to avoid accidents.  Lighting shall be so arranged to reflect away from adjoining properties and rights-of-way.
   (i)   Screening.  All parking of more than four cars shall be screened from view from the public right-of-way, neighboring residential uses and all publicly used walkways.  Where the view of parked cars is blocked by natural or man-made features, the screening is not required.
   (j)   Setback.  Parking shall be behind the front setback line.
   (k)   Parking Lot Planting.  In all parking lots containing more than fifteen cars, there shall be ten square feet of planting per parking space.  There shall be on tree, at least twelve feet high, for every ten spaces in a contiguous area.  Trees shall be maintained in a healthy condition and pruned for maximum visibility for heights between four and eight feet, except where they are located so as to create no hazard for drivers or pedestrians.  All planting beds within commercial parking lots shall be raised and curbed.
   (l)   Sidewalk.  A raised sidewalk between a parking lot and the principal building must be raised to curb height, shall be a minimum of four feet wide and shall provide clear and unobstructed access.
   (m)   Access.
      (1)   A parking area shall be designed in such a manner that any vehicle leaving or entering the parking area from or into a public or private right-of-way shall be in a forward motion.  Accessways for parking or loading spaces shall be located in such a way that any vehicle entering or leaving such area shall be clearly visible for a reasonable distance to any pedestrian or motorist approaching the accessway from a right-of-way.
      (2)   Any commercial district parking area shall be designed in such a manner that curbs, wheel blocks or sidewalks will not restrict entrance or egress of physically disadvantaged or handicapped pedestrians per the American Disabilities Act.
   (n)   Handicapped Parking in Commercial Districts.  Handicapped parking and access shall be provided in all Commercial District parking lots as follows:
      (1)   In parking areas with one to nine parking spaces, at least one space shall include a space with an aisle and a route accessible to the principal building for physically disadvantaged or handicapped individuals, free from obstruction or curbs or bumpers, with a minimum access aisle width of three feet.
      (2)   In parking areas with at least ten but less than twenty-five spaces, a specific reserved handicapped parking space with a direct access aisle, including signage, shall be provided.
      (3)   In parking areas larger than twenty-five spaces, an additional specific reserved handicapped parking space shall be provided, including access aisles and direct routes, at the rate of one handicapped parking space per twenty-five parking spaces.
   (o)   Inoperable Vehicles.  All required off-street parking areas and loading areas in Residential Two and Commercial Districts shall be solely for the parking and loading of licensed operable motor vehicles of patrons, occupants or employees of such uses and are not to be used to store inoperative vehicles, to display vehicles for sale or to repair or service motor vehicles, except for emergency repairs.
