   3.    Height not to exceed 75 feet from grade to top of the structure; review and approval from utility owner; exception: Such facilities may be permitted on City owned traffic signal poles or devices, provided approval is granted by street operations' officials and conditions attached are adhered to. State owned facilities require review and evidence of approval in written form as part of an application.

   4.    Stealth design required; City owned property only with a public hearing before the City Council.
