No person shall erect or construct, or cause to be erected or constructed, any fence within the city without having been issued a permit by the building department prior to such erection or construction. If the fence is constructed by a contractor, the permit may be issued in his name; however, nothing in this chapter shall relieve the person hiring the contractor of the obligation to ascertain that a permit has been issued prior to construction. The fee for construction of a fence shall be set annually by resolution of the city council. (Ord. 2881, 2010)
