If a City building inspector shall find that any sign regulated in this chapter is unsafe or insecure, or has been constructed or erected in violation of the provisions of this chapter, he/she shall submit written notice to the permittee thereof. If the permittee fails to remove or alter the structure so as to comply with the herein set forth conditions within fifteen (15) days after such notice, such sign may be removed or altered by the City at the expense of the permittee or owner of the property upon which the sign is located.
