Every applicant for building trades licenses required under this chapter shall be required to obtain and maintain workers' compensation insurance for each employee hired by such contractor, and to certify in writing that he will obtain and maintain such coverage. Proof of the following specific insurance and bond coverages is a prerequisite to registration or issuance of a license:

The building official may waive the requirement for a bond in the event the licensee demonstrates that the only work to be performed by the licensee shall be on the property for which the licensee's license is dedicated, for example a licensee who is an employee of, and/or working on property belonging to school district 25 or Union Pacific Railroad Company.
