All users shall notify the POTW ninety (90) days in advance of any substantial change in the volume or character of pollutants in their discharge. This includes significant manufacturing process modifications, pretreatment modifications, facility expansion, production increase, and the listed characteristic hazardous wastes for which the user has submitted initial notification under 40 CFR 403.12(p).
