Any user required to obtain a wastewater discharge permit who was discharging wastewater into the POTW prior to the effective date hereof and who wishes to continue such discharges in the future shall, within sixty (60) days after notification by the superintendent, submit a wastewater discharge permit application to the city in accordance with section 13.20.120 of this chapter.
