Stormwater, ground water, roof runoff, subsurface drainage, outside drains (i.e., garbage container areas, wash racks, etc.), clean swimming pool water or cooling water shall be discharged to such sewers as are specifically designated as storm drains or to a natural outlet, approved by the city and, where applicable, by the appropriate federal, state and local authorities. Industrial cooling water or unpolluted process water may be discharged, upon the approval of the city and the appropriate federal, state and local authorities, to a storm drain or natural outlet.
