The purpose of this chapter is to promote the public welfare by providing that polluted waters be discharged into the sanitary sewer, regulate construction and repair of private sewers and their connection to sanitary sewers and to authorize a schedule of rates and charges to be set by resolution for services afforded by the sanitary sewer system of the city.
