No person shall engage in, carry on, or attempt to engage in or carry on any trade, business, or profession for which a license may be required by this title without first having obtained such a license from the city clerk, or in the case of building contractors, from the building official or his authorized representative. All such licenses shall be valid, unless otherwise specifically provided, for one calendar year from January 1 through twelve o'clock (12:00) midnight, December 31. Fees shall not be prorated.
