No transfer or assignment of any plot or interest therein shall be valid until the consent of the City Clerk/Treasurer has been endorsed thereon and the same has been included in the records of the City. Such transfers or assignments shall be made in writing, upon forms supplied by the City Clerk/Treasurer, and a fee shall be paid therefor.
