No driveway, curb, gutter or sidewalk shall hereafter be built, enlarged or altered until a plan of the proposed work, together with a statement of the materials to be used, which shall be submitted to the building official, who shall, if in accordance with the provisions of this chapter contained, issue a permit for construction.
