It shall be the duty of the mayor in consultation with the risk manager to present for city council approval, from time to time, a comprehensive liability plan as part of the risk management program, to provide insurance coverage against claims of liability against the city, its agents, and employees. Such comprehensive liability plan may include any combination of public liability insurance policies, self-insurance, liability transfer, or reciprocal insurance agreements with other public entities.
