After due consideration of the need therefor, there is established a maximum speed limit not to exceed twenty (20) miles per hour in the following areas, which are school zones; except, however this speed limit shall be in effect only Monday through Friday, inclusive, from seven o'clock (7:00) A.M. until four thirty o'clock (4:30) P.M., or when flashing, from the first day to the last day of school as regulated by school district 25 and Holy Spirit Catholic School calendars for each school year:
