It is unlawful for any person to park a vehicle within an alley. However, vehicles may be parked in an alley while actually involved in the loading and unloading of passengers or merchandise, so long as they are parked in a manner or under such conditions as to leave available at least ten feet (10') of width of the alley for the free movement of vehicular traffic when possible.
