The Program shall be administered in compliance with the following rules and regulations, other rules and regulations promulgated by the Supervisor, the ordinances of the township and the statutes of the state.
(A) Compensation. No member of the Program shall receive any compensation from the township or from the Township Police Department for his or her services as a volunteer member of the Citizens’ Community Watch Program, nor shall any member of the Program be considered an employee of the township or of the Township Police Department for purposes of the rights or benefits of the worker’s compensation law of the state.
(B) Waiver of liability. Before appointment to the Program, each member shall execute and deliver to the Supervisor an instrument in a form to be approved by the Township Attorney releasing the township from all liability for any injury or death of such member or for any other claim against the township arising out of such member’s participation in the Program and a waiver of all rights and benefits under the worker’s compensation law of the state.
(C) Weapons. No Program member shall carry a firearm of any kind, either on his or her person or in a vehicle while participating in the Program, notwithstanding any permit to carry any other concealed weapon, nor shall a Program member carry any other prohibited item, either on his or her person or in a vehicle while participating in the Program. Prohibited items are deemed to include guns of any type, knives, chains, clubs, tire irons and chemical dispensers carried with the intent of using such items as weapons.
(D) Identification. Members shall not represent themselves as police officers or representatives of the Township Police Department, nor shall Program patrol vehicles be equipped with flashing lights of any color, police scanners or police monitors.
