The Supervisor is hereby authorized and directed to promulgate rules relating to the qualifications and selection process for members of the Program and to appoint Program members in such numbers as he or she may deem necessary to perform the duties outlined herein and to appoint instructors and supervisors to train, direct and supervise the Program.
