Under the authority of Public Act 246 of 1945, as amended (M.C.L.A. §§ 41.181 et seq.) and Act 181, Public Act of 1951, as amended (M.C.L.A. §§ 42.12 and 42.15), a citizens’ community watch program is hereby established to be known as the “Plymouth Community Citizens Watch Program”.
