In a civil infraction involving the parking or standing of a motor vehicle, a copy of the parking violation notice need not be served personally upon the defendant but may be served upon the registered owner of the motor vehicle by attaching the copy to the vehicle. The parking violation notice may be issued by either a police officer of the township or by any other township employee duly authorized by the Township Board to issue a notice.
