Any person who shall violate or fail to comply with any of the provisions of this chapter is responsible for a municipal civil infraction and may be fined and assessed costs and otherwise penalized as provided in Public Act 236 of 1961, as amended, being M.C.L.A. §§ 600.8701 et seq., but a minimum fine shall be imposed as follows:
(A) First offense: $50; and
(B) Second offense and subsequent offenses: $100.
