§ 96.42  CREATION OF LIEN.
   Whenever the Building Official, his or her representative or such other individual as the Township Board shall designate shall enter upon any parcel of land in order to accomplish abatement of any existing violation of this subchapter, the Building Official is hereby authorized and directed to keep an accurate account or all expenses incurred and based upon the same to issue a certificate determining the reasonable cost involved for the work with respect to each parcel of property. The Official is further authorized to add to the costs a 10% administrative charge to cover the expense of administering the work performed, overhead and other expenses incurred by the township in abating the violation. Within ten days after issuance of the certificate, the Township Treasurer shall forward a statement of the total charges assessed on each parcel of property to the owner as shown by the last current assessment or tax roll and the assessment shall be payable to the Township Treasurer within 30 days from the date when the statement is forwarded. If not paid within the prescribed 30-day period, the statement shall be filed with the Township Assessor and shall thereupon be spread upon the assessment roll in a separate column for that purpose opposite a description of the land owned by the property owner who refuses or neglects to pay the amount and the same shall become a lien upon the property. This amount shall be collected in the same manner that taxes are collected and may be discharged at any time by the payment of the amount specified in the statement together with interest at the rate of 6% per annum compiled from the time of filing the certificate with the Township Assessor.
