The purpose of this subchapter is to prevent, reduce and eliminate the dumping or depositing of garbage, rubbish, litter, debris or waste material at construction sites, buildings under construction and areas adjacent thereto and to prevent, reduce and eliminate the dumping or depositing of the same and dust, sand and mud on the streets adjacent and/or abutting those locations and to provide for the removal of the same.
