No person shall cause or permit noise or ground vibration to emanate from real or personal property, or from real or personal property of which he or she is the owner, that is not in compliance with the rules and regulations of this chapter. Noise or vibration emitted that is not in compliance with the rules and regulations of this chapter is declared a public health nuisance and it shall be unlawful for any person to continue to allow the noise or vibration to emanate.
