Any person becoming the owner after June 1 of any year of any dog six months old or over which has not already been licensed by the township or any person owning a dog which becomes six months old after June 1 of any year shall apply for and secure a license for the dog. The license shall be issued without penalty, providing the application is made within 30 days after the owner has acquired the dog or after the dog has reached the age of six months.
