No building permit shall be issued by the Building Department unless the building plans are in compliance with the foregoing requirements. No certificates of occupancy shall be issued by the Department of Building Inspection unless the completed building or structure is in compliance with the foregoing requirements and the water meter has been installed and is in operating condition. A bypass assembly may be required for any meter installation one and one-half-inch or larger.
