Any person who shall willfully violate any of the provisions of this chapter shall be guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine of not more than $500 and the costs of prosecution or by imprisonment for not more than 90 days or engagement in community service, or any combination of the fine, imprisonment or community service, plus any costs involved in shutting off the water.
