§ 52.03  COLLECTION; PAYMENT FOR SERVICE; PLACEMENT OF CONTAINERS.
   (A)   Every owner of a building, premises or place of business in the village shall pay the garbage collector approved by the village for the collection of garbage and rubbish. If a person other than the owner is in possession and control of such building, premises or place of business, such person shall make the payments in the place of the owner. Such payments shall be payable as required by the collector.
   (B)   The collector shall provide for the collection and removal of garbage and rubbish once a week, in return for payment of the agreed rates by the owner or person in possession and control of the building, premises or place of business.
   (C)   (1)   Garbage and rubbish shall be collected at the curbside. The owner or person in possession and control of the building, premises or place of business shall place the containers along the curb on the day of collection. Collection shall be made on the same day of each week, unless the collector otherwise notifies the owner or person in possession and control.
      (2)   Garbage and rubbish for curbside pickup shall mean only such customary business or household waste that is placed in plastic bags or containers not exceeding 50 gallons capacity.
      (3)   All non-garbage or rubbish business or household waste materials, including but not limited to appliances, furniture, bedding, tires, water heaters and televisions, shall not be placed on any village street or tree lawn curbside unless:
         (a)   The owner or person having control and possession of a building, premises or place of business has contacted and scheduled an actual pickup date of such items with the village's contracted collection service provider. The village's utility office shall be contacted informing it of the scheduled date of pickup prior to placement on the curbside for scheduled pickup.
         (b)   The owner or person having control and possession of a building, premises or place of business shall not place any item or property scheduled to be picked up sooner than 12 hours prior to the scheduled pickup or leave such items or property at the curbside more than 12 hours after the actual scheduled pickup date.
   (D)   Pursuant to a contract with the collector approved by the village, billing for garbage and rubbish collection services shall be made by the village as part of its regular utility billing process.
      (1)   The monthly charge for basic residential waste removal shall be as follows:
         (a)   Commencing January 1, 2019:   $14.80.
         (b)   Commencing January 1, 2020:   $15.20.
         (c)   Commencing January 1, 2021:   $15.75.
      (2)   The monthly charge for basic commercial waste removal [not requiring a dumpster and being less than four yards] shall be as follows:
         (a)   Commencing January 1, 2019:   $14.80.
         (b)   Commencing January 1, 2020:   $15.20.
         (c)   Commencing January 1, 2021:   $15.75.
