If the applicant is not the owner of the property on which the electric service is to be used, a deposit of $100 is required of such applicant or such applicant shall be required to furnish a good and sufficient freehold surety on such application, which surety shall be required to sign the applicant's application for service. Application forms shall be provided in accordance with this section by the Utility Clerk.
