Upon the termination of utility services, for any reason, the customer shall forthwith be entitled to a refund of his or her security deposit, after his or her account with the village is settled. Such security deposit shall bear no interest. The Village Fiscal Officer is hereby authorized to apply the security deposit to any unpaid utility bill if the account with the village is not settled within 30 days after the utility services are disconnected.
