§ 154.002  CONSTRUCTION OF LANGUAGE.
   The following rules of construction apply to the provisions of this Zoning Ordinance (this chapter):
   (A)   The particular shall control the general.
   (B)   In case of any difference of meaning or implication between the provisions of this chapter and any caption or illustration, the provisions shall control.
   (C)   SHALL is always mandatory and not discretionary; MAY is permissive.
   (D)   Words used in the present tense include the future; and words used in the singular number include the plural, and the plural the singular, unless the context clearly indicates the contrary.
   (E)   USED FOR includes "arranged for," "designed for," "intended for," "maintained for" or "occupied for."
   (F)   Unless the context clearly indicates the contrary, where a regulation involves two or more items, conditions, provisions or events connected by the conjunction "and," "or," or "either or," the conjunction shall be interpreted as follows:
      (1)    "And" means that all connected items, conditions, provisions or events shall apply.
      (2)   "Or" means that the connected items, conditions, provisions or events may apply singularly or in combination.
      (3)   "Either or" means that the connected items, conditions, provisions or events shall apply singularly, but not in combination.
   (G)   Terms not defined herein shall have the meaning customarily assigned to them.
