The purpose of this Planning and Zoning Code shall be to regulate and restrict the location and use of buildings, structures and land for trade, industry, residence, public and semipublic or other specified uses; to regulate and limit the height and bulk of buildings and other structures; to regulate and determine the area and dimension of yards, courts and other open spaces; to regulate and limit the density of population; and to divide the village into districts, establishing the boundaries thereof; provide for changes in the regulations and boundaries of such districts; define certain terms used herein; provide for the administration and enforcement of the Zoning Ordinance; and to establish a Board of Zoning Appeals and define the powers and duties of such Board of Appeals.
