(A) Effective December 1, 1972, the village shall require of each new customer of the utilities departments deposits as follows:
(1) $400 for customers of all utilities (i.e. electric, water, sewer and sanitation).
(2) $200 for customers outside the village having electric only.
(3) $100 for customers outside the village having water only.
(B) No security deposit shall be required of new customers who own real estate in the village for which utility services are requested. It shall be incumbent upon the customer to produce evidence of ownership to the Village Fiscal Officer to be exempt from such security deposit. Land contracts and other purchase agreements which do not vest title in a customer shall not be deemed evidence of title sufficient to warrant an exemption from the security deposit requirements.
