§ 153.060  STREETS.
   (A)   Layout pattern. Street layout shall conform to the general pattern shown on the Major Thoroughfare Plan and with these Subdivision Regulations and shall be designed with due regard to topography, drainage and other physical considerations.
   (B)   Continuity. The street pattern shall make provisions of the continuance of streets into adjacent vacant property and for connection to existing rights-of-way in adjacent developed property.
   (C)   Names.  The names of new streets shall not duplicate existing street names except where coterminous or where the new right-of-way is in alignment with an existing one. All new streets shall be named in accordance with the following schedule:

   (E)   Intersections.
      (1)   Streets shall intersect at right angles wherever possible and practical.
      (2)   Curb lines at intersections shall be rounded to a minimum radius of 25 feet and property lines at intersections to a minimum radius of 15 feet.
      (3)   Street grade shall not exceed 3% within 100 feet of an intersection, except that the maximum percentage herein set forth may be exceeded due to topography, upon the recommendation of the Planning Commission and approval of Council.
      (4)   The approach to an intersection shall be perpendicular to the intersected street for a distance of not less than 100 feet from the centerline of the intersected street.
      (5)   Jogs of less than 125 feet from centerline to centerline are not permitted.
   (F)   Dead-ends and cul-de-sacs.
      (1)   Dead-end streets are not permitted unless they are provided with a paved cul-de-sac having a right-of-way radius of not less than 50 feet and a pavement radius of not less than 40 feet, except in the case of a cul-de-sac having an island in the center thereof, in which case, the island may not exceed a diameter of 44 feet. The right-of-way radius of a cul-de-sac having an island must be not less than 60 feet and the pavement width must be not less than 28 feet. The developer of a cul-de-sac having an island shall provide for the perpetual development and maintenance thereof by the property owners adjoining the cul-de-sac. In the event any such island is inadequately maintained for a period of one year or becomes a traffic or safety hazard, the village may, after 30 days written notice to the adjoining property owners thereof, remove such island and assess the cost for such removal and the cost of improvement of the cul-de-sac to the adjoining property owners. Dedication of the cul-de-sac shall not be accepted without adequate assurance of appropriate deed restrictions to ensure compliance with this section.
      (2)   The maximum length of a cul-de-sac shall be 600 feet measured from the center of the turn-around to the centerline of the intersecting street.
      (3)   Where a street ends at a subdivision line to be extended in the future, it shall be provided with a temporary turn-around until such extension is completed.
   (G)   Half or partial streets. The dedication of half or partial streets is not permitted, except when a half or partial street exists adjacent to the tract to be subdivided, in which case the other portion of such half or partial street shall be dedicated.
   (H)   Alleys.
      (1)   Alleys are not permitted in single and two-family districts, unless necessitated by unusual circumstances.
      (2)   Alleys shall be provided in multifamily, business and industrial districts, unless satisfactory alternate arrangements are made for access to off-street parking, loading and service areas.
      (3)   The minimum width of an alley shall be 20 feet.
      (4)   Dead-end alleys are not permitted.
