(A) The State and the County Building Departments are hereby authorized and directed to enforce all the provisions of this Building Code.

(B) Any member of the State or the County Building Department, according to their respective areas of jurisdiction, or any person authorized thereby, shall have the right to enter in or upon any building site or premises, any new or unoccupied building or any building alleged to be unsafe, a menace to life or limb, damaged or menaced by fire. No person shall interfere with such members or authorized persons in the performance of their duties as such members or authorized persons.
