All full-time employees must reside within 12 miles of the corporate limits of the village or must, within 30 days after completing a satisfactory probation period as an employee, establish residency within 12 miles of the corporate limits of the village. This section shall not apply to or affect any village employee who, as of August 8, 1976, did not meet the residency requirement, until such time when such nonresident employee relinquishes such nonqualifying residence, at which time this section shall become effective and viable as to such employee.
