§ 34.08  VACATION; LEAVES OF ABSENCE.
   (A)   All full-time employees of the village shall receive paid vacation in accordance with the following schedule:
      (1)   Computation of leave: Full-time employees working a scheduled 40 hours or more per week shall earn and be credited with annual vacation leave according to their number of years of continuous service to the village of:
            Length of Service         Vacation Credits
         After completion of probation      40 hours
         After 1 year of service completed      40 hours
         After 3 years of service completed   120 hours
         After 7 years of service completed   160 hours
         After 15 years of service completed   200 hours
   (B)   An employee who becomes re-employed by the village subsequent to a prior termination shall, for purposes of accumulated sick leave and annual leave, commence the re-employment as a new employee and shall not be given tenure or longevity status for the prior periods he or she was employed by the village.
   (C)   The head of each department or the responsible board shall prepare a vacation schedule in January of each year showing the times when village employees, within their respective departments, will take their paid vacations. This schedule must be approved by the Administrator for utility and service department employees and by the Mayor for Police and Fire Department employees, after consulting with Council before the schedule becomes final. An employee may be allowed to reschedule his or her vacation by filing a written request with the Administrator if he or she is employed in a utility or service department, or the Mayor if employed in the Police or Fire Department, at least two weeks prior to the scheduled vacation, or by applying to the Mayor for emergency vacation time. The Mayor shall consult with Council and the Administrator concerning utility and service department employees and the Chief of Police concerning Police and Fire Department employees before granting or denying any request to alter the scheduled vacation time or to grant leave for emergency purposes.
   (D)   Every employee shall take his or her annual vacation in the form of cash or time off within one year after becoming entitled to the same, except employees may elect to carry over up to one week of vacation time at any one time. An employee may elect each year to cash in vacation up to 40 hours without Council's approval. Any employee's request exceeding 40 hours of vacation cash conversion shall require Council's approval. Any employee who has been authorized to receive part or all of his or her annual vacation time in cash and continues to work during such period shall receive his or her regular daily pay and an additional day of pay representing the vacation day accrued.
   (E)   Any village employee may be granted an emergency leave of absence, without pay, by applying to the Administrator who is authorized to grant such leave of absence in emergency situations. The Chief of Police must first consent to the leave of absence of any employee of the Police Department. The Administrator shall forthwith file a written report with the Mayor, setting forth the name of the employee and the length of time off and, in essence, the reason for granting such leave of absence.
