No owner, agent, employee or keeper of a pool room or billiard room in the village, or a place of business in the village that contains a pool room or billiard room or one or more pool tables or billiard tables, shall permit any minor under the age of 18 years to play at the game of billiards or pool in such place or to remain in such place.
