If a sidewalk ordered to be constructed or repaired is not constructed within 15 days or repaired within ten days from the service of notice or completion of the publication, Council may have the same done at the expense of the owner, and such expense shall constitute a lien upon the property bounding or abutting thereon and shall be collected in the same manner, with a penalty of 5% and interest after failure to pay at the time fixed for the payment of the assessment, as in other cases of improvement. The remedy provided for herein is in addition to the penalty provided in § 10.99.
