§ 97.02  OBSTRUCTIONS.
   (A)   No person shall place or knowingly drop upon any part of a sidewalk, playground or other public place any tacks, bottles, wire, glass, nails or other articles which may damage property of another or injure any person or animal traveling along or upon such sidewalk or playground.
   (B)   No person shall walk on, or allow any animal upon, or injure or deface in any way, any soft or newly laid sidewalk pavement.
   (C)   No person shall place, deposit or maintain any merchandise, goods, material or equipment upon any sidewalk so as to obstruct pedestrian traffic thereon except:
      (1)   For such reasonable time as may be actually necessary for the delivery or pickup of such articles, in which case any such obstruction shall remain on such sidewalk for not more than one hour; and except
      (2)   That during the hours of a community festival or celebration, which hours shall be set by the Mayor in a written proclamation, sidewalks may be used, in a manner approved by the Chief of Police, for the display of merchandise or for display of advertising; and
      (3)   That sidewalk displays, in areas zoned for business and commercial purposes, shall be permitted provided the same shall be limited to the area within 36 inches from the front wall of the structure adjoining the sidewalk, provided, however, that any such display may only remain upon the sidewalk between the hours of 8:00 a.m. to 6:00 p.m.
