If the owner, lessee, agent or tenant having charge of the land fails to comply with the notice, the Village Administrator shall cause the noxious weeds or grass exceeding the height of eight inches to be cut and may employ the necessary labor to carry out the provisions of these sections. All expenses incurred, when approved by the Village Administrator, shall be paid out of any money in the village treasury not otherwise appropriated.
