§ 31.02  VILLAGE ADMINISTRATOR.
   (A)   Establishment of position.  In accordance with R.C. § 735.271, there is hereby established in and for the village, the position of Village Administrator, sometimes referred to as the Administrator.

   (B)   Duties.
      (1)   The Village Administrator shall have authority over all village employees except the members of the Fire Department, including the Ambulance Division, the Police Department and any other position that is not subject to the control of the Administrator, as provided by state statute or village ordinance. Such authority shall include, but not be limited to, the following:
         (a)   The recommendation to Council of the hiring of an individual in those departments over which the Administrator has control;
         (b)   The assignment to any employee, in those departments over which the Administrator has control, of any duty which the Administrator, at his or her sole discretion, deems necessary or appropriate;
         (c)   The implementation of any disciplinary proceeding against any employee, in those departments over which the Administrator has control, for a violation of the conditions of employment of that employee;
         (d)   The recommendation to Council of the promotion of an employee, in those departments over which the Administrator has control, either in rank of employment, remuneration or in the assignment of additional duties of that employee;
         (e)   The preparation and execution of job assignments, on a weekly basis; the verification of hour cards or other evidence of time actually worked by employees; the confirmation of credit for sick leave and grant same; the determination of the length of vacation to which each employee is entitled, if any, and the scheduling of such vacations so as not to interfere with the normal operations of the village; and
         (f)   The preparation and maintenance of the personnel records of all employees in those departments over which the Administrator has control.
      (2)   In addition to the duties set forth in division (B)(1) above, the Village Administrator shall:
         (a)   Authorize purchases of, according to budgetary and appropriations laws and ordinances, and request(s) purchase orders from Fiscal Officer in advance for items necessary for the village, but limited to purchases not exceeding the amount set forth in R.C. § 731.141 requiring legislation of Council for all departments of the village;
         (b)   Timely recommend to Council the purchase or improvement of a capital asset;
         (c)   Report to the appropriate Council committee or to Council any matter affecting the duties set forth in this section;
         (d)   Assist the Mayor and the Village Fiscal Officer in preparing the annual appropriation ordinance;
         (e)   Prepare specifications for the receipt of bids to buy or sell any item for the village required by law to be advertised for bid; and
         (f)   Assist any employee required or requested to supply statistical material to Council, but only in those departments over which the Administrator has control.
      (3)   In addition to the duties set forth in divisions (B)(1) and (B)(2) above, the Administrator shall also:
         (a)   Water supply and distribution. Oversee the operation, maintenance and repair of the water distribution system.
            1.   To accomplish this, the Administrator shall develop procedures manuals, in compliance with any federal, state or local law, rule or regulation, which shall set forth routine maintenance and/or repair activity designed to ensure the continuous supply of water, free of impurities.
            2.   To further accomplish his or her responsibilities under this division (B)(3)(a), the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the Water Department.
            3.   To further accomplish his or her responsibilities under this division (B)(3)(a), the Administrator shall prepare projections of supply and demand of water, costs of production vs. revenue for supply and distribution and any other statistical data necessary to the determination of long range action to ensure the water needs of the village. The Administrator may request the assistance of a water engineering consultant to provide this information.
         (b)   Sewer disposal operations. Oversee the operation, maintenance and repair of the sewage disposal system.
            1.   To accomplish this, the Administrator shall have a working knowledge of the sewage disposal system, the location of the sewer lines, both sanitary and storm, the operation of the pump or lift stations, and the maintenance of the lagoons.
            2.   To further accomplish his or her responsibilities under this division (B)(3)(b), the Administrator shall develop procedures manuals, in compliance with any federal, state or local law, rule or regulation, which shall set forth routine maintenance and/or repair activity designed to ensure uninterrupted sewage disposal.
            3.   To further accomplish his or her responsibilities under this division (B)(3)(b), the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the Sewer Department.
         (c)   Electric Department. Oversee the operation, maintenance and repair of the electrical distribution system and contacts contracted company, village, or city for repairs.
            1.   To accomplish this, the Administrator shall possess a knowledge of the manner of supply of power from the American Municipal Power (AMP), the satisfactory method of distribution of such power through the distribution system of the village, and the relevant requirements of electrical codes, either adopted as law or recommended for use in the distribution and consumption of power.
            2.   To further accomplish his or her responsibilities under this division (B)(3)(c), the Administrator shall keep current records, charts, maps and drawings, in duplicate, showing all activity pertaining to the operation of the electrical distribution system. The Administrator shall also monitor the rates and statistical data necessary to ensure the efficient operation of the Electric Department.
         (d)   Street Department. Oversee the maintenance, repair and improvement of the street system of the village.
            1.   The Administrator shall assign employees to provide safe, clean and unobstructed streets in the village.
            2.   The Administrator shall have prepared a comprehensive street plat of the village, and from this plat submit to Council a plan for the improvement of the streets of the village.
         (e)   Miscellaneous.
            1.   The Administrator shall oversee the collection of utility charges and take all reasonable steps to collect delinquent accounts. All delinquent utility, income tax, and ambulance payments or fees imposed by any codified ordinance shall be collectible by the village or its authorized agent, together with any interest, penalties, and reasonable administrative costs thereon, by suit or other means. Reasonable administrative costs associated with the collection of delinquent utility, income tax, and ambulance payments and fees include but are not limited to fees no less than an additional 35% and no more than an additional 50% of the total delinquent amount, including any interest and penalties.
            2.   The Administrator shall supervise the proper reading of meters and shall ensure that all meters are in proper working order.
            3.   The Administrator shall effectuate the procedure for turn-ons and turnoffs and readouts of utility service.
            4.   The Administrator shall have full supervisory authority over all Department of Human Services employees.
            5.   The Administrator shall have a working knowledge of the applicable laws of the state and ordinances of the village.
            6.   The Administrator shall work to acquire any available grants from federal or state authorities and, upon approval of Council, implement the same.
            7.   The Administrator shall perform all functions and duties required by law.
            8.   The Administrator is authorized and directed to suggest rules and regulations, including the establishment of fees, for the use of village facilities within the Plymouth Village Offices Building, subject to the approval of a majority vote of Council. Such rules and regulations shall be on file and available for inspection in the office of the Administrator.

   (C)   Compensation.
      (1)   For the discharge of the duties set forth in division (B) above, the Administrator shall receive a salary in such manner and from such funds as determined from time to time by Council. Salary increases will be set by the Mayor and Village Council annually after the completion of a performance review by the Mayor.
      (2)   The Administrator or such other qualified village employee as designated by Council when duly licensed by the State of Ohio as the holder of a Class I Ohio Water License and/or a Class II Ohio Waste Water License shall receive additional compensation for the acquisition, maintenance and application of such license(s), for the official use and benefit of the village.
   (D)   Hospitalization.  The Administrator shall be entitled to group hospitalization medical insurance covering himself or herself and his or her family members. Premiums for this coverage shall be per current policy.

   (E)   Life insurance.  The Administrator shall be covered in a group life insurance program with premiums allocated as provided in division (C)(1) of this section.

   (F)   Sick leave.
      (1)   The Administrator shall be entitled to sick leave as provided in R.C. §§ 124.38 and 124.39.
      (2)   If the Administrator exercises sick leave, he or she shall give notice to the Mayor and make all efforts to assign his or her duties to the appropriate personnel in the departments over which he or she has control.

   (G)   Holidays.  The Administrator shall be entitled to 12 holidays, as follows: New Year's Day, Martin Luther King Junior Day, President's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the Friday following Thanksgiving Day, Christmas Day, one floating holiday per year to be exercised at the discretion of the Mayor upon the giving of proper notice to ensure the administrator's duties shall be performed by another or others, and one additional day, per calendar year, to be selected by the Mayor.

   (H)   Vacations.  The Administrator shall be entitled to vacations according to the length of employment, as follows: All vacation must be approved by the Mayor prior to its occurrence and follow Section 3.10 B of the employee hand book for days used.

   (I)   Purchasing agent.  The Administrator is hereby appointed the purchasing agent for the village.

   (J)   Mutual aid fire protection contracts.  The Administrator of the village and Fire Chief will work together, in order to obtain additional fire protection for the village in times of emergency, and are authorized and directed after gaining the approval of the Village Council to enter into contracts for mutual aid for fire protection on behalf of the village with other cities, villages and townships or voluntary fire departments or any other governmental entity. Such contracts shall contain such terms and conditions to be in the best interest of the village.
   (K)   Work schedule.  The work schedule for the position of Village Administrator shall be determined by the Mayor. Administrator shall be on call for emergencies unless previously arranged and an official designee has been assigned. All work schedule changes must be approved by the Mayor prior to their occurrence.

   (L)   Additional responsibilities.
      (1)   Office hours 8:45 a.m. till 5:00 p.m. with a one hour lunch as a guideline and/or variance to be available to village residents.
      (2)   Schedule work plan for departments and notify Mayor weekly.
      (3)   Utilize vehicle log books for maintenance and usage.
      (4)   Notify Utility Clerk of whereabouts, and method of contact if not in office.
      (5)   Return calls/e-mails in a timely manner.
      (6)   Establish an inventory and maintenance program for all equipment.
      (7)   Establish a one year and five year financial budget for departments under Administrator's supervision. The Administrator will work with the Finance Committee and the Fiscal Officer.
      (8)   Establish a long term capital projects plan working with Finance Committee and the Fiscal Officer.
