§ 51.06  BUDGETED TERMS OF PAYMENTS.
   (A)   Upon the request of the consumer who utilizes municipal electric service, and upon the approval of the Village Administrator, a Budget Plan for the payment of municipal electric service may be elected by consumer. Based on actual experience, or estimated consumption where there is not actual experience, the village will compute the annual service bill for electric service and divide same by 12. The result shall be the amount to be paid by consumer as his “average monthly budget electric bill.” The annual billing period ends in July of each year. In the event there is any difference between the budgeted monthly billing and the actual service used by consumer, then in the case of any underpayment to the village, the consumer shall be billed in the July bill which will be in addition to the regular budget billing. Any overpayment will be credited to the consumer's future billing. In the event the electric service is terminated prior to the completion of the annual adjustment in July, then the Village Administrator shall prepare a final billing to the date of termination and apply the additional billing or credit as required.
   (B)   The Village Administrator shall implement a program to notify all consumers of municipal electric service of the option to elect participation in budget electric billing.
   (C)   That the budget billing program shall commence July 1, 2007.
