§ 54.08  MULTI-OCCUPIED AND MULTI-UNIT FACILITIES.
   (A)   Each separate unit of a multi-occupied facility located inside or outside the village, whether commercial or residential, which receives village water service, shall be liable for the charges as established by ordinance.
   (B)   Each unit of a multi-unit facility created or established after the effective date of this section (Ordinance 23-81, passed July 29, 1981) shall be individually metered and in all respects treated as a single entity under the provisions of this chapter and other related ordinances. If any such unit is not individually metered, water service shall not be provided to the unit. Each unit of a multi-unit facility created or established prior to the effective date of this section (Ordinance 23-81, passed July 29, 1981) shall be individually metered and in all respects treated as a single entity under the provisions of this chapter and other related ordinances, unless application for exemption from this section is made to the Administrator and he or she finds that such individual metering is either not feasible, economically impractical or otherwise unreasonable. The owner of a mufti-unit facility not so exempted from the individual metering requirement shall cause each unit to be plumbed to accommodate the installation of a meter not later than three months after receiving notice by the Administrator to do so. Upon the failure of such owner to so install plumbing facilities that will adequately accommodate a metering device for each separate unit, the Administrator shall terminate and suspend the water service to the entire facility until the owner has complied with this chapter and any other relevant ordinance.
   (C)   A multi-unit facility which is exempted from the metering requirements set forth in division (B) hereof shall be billed as follows:
      (1)   Each unit shall be billed the minimum charge on a monthly basis.
      (2)   On a bimonthly basis, the owner of any such multi-unit facility shall be billed for the actual charges for water service, as well as sewer service, being allowed a credit of 2,000 gallons per unit per month against such bill for the actual amount of water used, thus paying for the amount used in excess of such minimum (2,000 gallons per unit per month) at the rate established by ordinance for such excess amount.
