(A) Inside Corporate Limits. The rates for water users in the village shall be as follows:

(B) Outside Corporate Limits. From and after November 1, 1981, the rates for water users outside the village shall be the same as the rates for users inside the village, as set forth in division (A) above, plus an additional 10%.
