§ 54.03  INSPECTIONS; RIGHT OF ENTRY.
   The Village Administrator or his or her authorized representative shall have the right, at any time, to enter any property served by a connection to the public water supply or distribution system of the village for the purpose of inspecting the meters or the piping system of the municipal water system. The Village Administrator or his or her authorized representative must be given free access during reasonable hours for the purpose of inspecting and installing meters, examining fixtures, and observing the manner in which the water is used. On the demand, the owner, lessee or occupant of any property so served shall furnish to the Village Administrator or his or her authorized representative any information which he or she may request regarding the piping system or any private, auxiliary or emergency water supply used or capable of being used on such property. The refusal of such information, when demanded, shall, at the discretion of the Village Administrator or his or her authorized representative, be deemed evidence of the presence of improper connections as provided in this chapter. In case the Village Administrator or any authorized representative or meter reader is refused admittance to any premises or shall be hindered or prevented from making an inspection or installing, repairing or replacing a water meter, the water will be turned off and not turned on again until free access is given.
