(A) Not later than October 31, 1981, all premises in the village having a source of water shall be connected to the village sewerage system so that the water supply may be discharged into such system. The owner of any such premises shall be liable under this section.
(B) On premises using water supplied from sources other than the waterworks system of the village, such as wells or ponds, and not otherwise metered in a manner acceptable to the Administrator, the quantity of water consumed shall be measured, for the purpose of properly charging for all water disposed of into the village sewerage system, by a meter, approved by the Administrator, which shall be installed and maintained for such purpose at the expense of the owner of such premises.
