§ 53.40  SERVICE CHARGES.
   (A)   There is hereby established a sewer service charge for the use of and for the service supplied by the sanitary sewerage system of the municipality, based upon the amount and rate of water consumed, as follows:

$2.83 per 1,000 gallons or fractions thereof
 
   (B)   In no case shall the minimum monthly service charge be less than the amount set forth in division (A) above for the first 2,000 gallons or less, which is necessary to retire the indebtedness, to operate and maintain the sanitary sewer facility and to keep a reserve for future maintenance of the facility. Twelve and one-half percent of such charge shall be set aside in a Sewer Emergency Escrow Fund for unforeseen and unexplained expenditures, including maintenance and rehabilitation of the facility, to provide sufficient funds for cleaning of the sludge lagoon, matching funds, inspections and 45 days of annual operating expenditures.
   (C)   Customers of the sanitary sewer facility, who are not also customers of the municipal water system, shall pay a minimum monthly charge of the amount set forth in division (A) above as the charge for the first 2,000 gallons or less.
   (D)   Service to industrial establishments may be rendered by contract if the municipality deems this to be in its best interest.
   (E)   Water tap fees are $600 each and sewer tap fees are $1,000 each.
