Upon the failure of the owner or occupant of property from which vehicles have been removed pursuant to this Chapter to pay the unrecovered expenses incurred in such removal, a lien shall be placed upon the property for the unrecovered amount of such expense. Such lien shall be placed by the recording of a notice of lien in the office of the County Recorder of Benewah County, with a copy of the notice of lien to be mailed to the property owner at his last known address.
