Any city police officer or the Benewah County sheriff or one of his duly constituted deputies and/or any authorized city employee or agent on routine inspection or upon receipt of a complaint may investigate a suspected abandoned, wrecked, dismantled, inoperative, rusted, junked or partially dismantled vehicle or vehicle accessories and record the make, model, style and identification numbers and its situation.
