A. Keeping And Containing: Any person being the owner or keeper of any vicious dog who shall permit the same to run at large within the limits of the city shall be liable for a civil penalty as may be set by the district or tribal court and in compliance with section 1-4-1 of this code, together with the cost of enforcement, and shall be compelled to obtain a license on said dog for the current year.
B. Impounding And/Or Slaying Of Vicious Dogs: Any dog found running at large contrary to the provisions of this chapter may be apprehended by any designated tribal, BIA or city official and shall be impounded or delivered to its owner if such owner is known; provided, however, that if any dangerous or vicious dog so found at large cannot be safely taken up and impounded, such dog may be slain forthwith.
